*August 13, 1996 – Gumil Oahu was formed. Three current writers for Bannawag were among the 31co-organizers. These 3 writers were Ric Agnes, Mike Ulibas, and Amado Yoro. [Amado Yoro, Mike Ulibas, vice president, and Ric Agnes, secretary]

*August 17, 1996 – Gumil Oahu’s first Literary Forum chaired by Francisco T. Ponce, “Bannawag Most Valuable Writer 1978”. Back to writing followed by Fernando Agnes and Art Ignacio.

*November 19, 1999 – Amado’s second installation as president, Andel Barroga, Felipe Blanco, Flory Fermin, Marlene Manzano, Gladys Menor, Lina Mercado, Fred Quibol were awarded as writers produced by forums as they were able to publish in Bannawag, Tangguyob and other publications.

*August 2004 Literary Forum Paul Taong were able to write poem.

*April 2002 - Ric Agnes and Amado Yoro were recipients of the Pedro Bucaneg Award by the Gumil Filipinas.

*April 2005 – Gladys Menor was a recipient of the Leona Florentino Award by the Gumil Filipinas.

*April 2008 – Francisco Ponce was a recipient of the Pedro Bucaneg by the Gumil Filipinas.

Ric Agnes is 2 times awarded 1st prize as Carlos Palanca Award in 1998-1999.

A Biblical passage: And God Lord formed man of dust of the ground and breathed into his nostrils the breathe of life, and a man became a living soul

And from that generation, and after generation to another, Felipe Argel Alcain, was born in Cabaroan West, Vigan, Ilocos Sur, on Sept 13, 1941, and lived with us in the community for many years, and his active and productive life.

Tonight, we are gathered here to share our sympathies and deep condolences to his passing.

Losing a loved one is one of the most difficult things we can possibly go through – and grieving is nothing but normal reaction to this.

It was October 31 when I was able to talk to him, asking me if I have enough volunteers for the feeding the homeless that afternoon. I told him, not to think about the feeding, we have enough like the Abinsay, Agas, Alimboyoguen, Jeremiah, Velasco, Sabangan, Ramirez and others.

I told him to take care of himself: Karuam ti agpalaing, Ka Philip.

For the whole project since the UFCH/OFCC and partner organizations started this about 3 years, he never missed any single last Monday of the month – in short, has a perfect attendance.

Rummuarakto no Sabado, kinunana. [I’ll be out from the hospital on Saturday – that was supposed to be November 5]

My role is to share you, some highlights of his personal and public life, partial as I known him. I believe, other speakers will say more about Manong Philip as they know him too.

I have known Manong Philip since the early 70’s since he, as I do, have gotten involved with the Filipino community in Hawaii.

PARTIAL HIGHLIGHTS AND MEMORABLE INCIDENTS

· June 2007 OFCC Convention – We both elected as Director, I got the highest vote and he got second a difference of 15 votes – One delegate has said: they got elected because they’re the trash collectors – Adopt a hwy project. So what? Trust because of our action, not in word
· July 2009 UFCH Molokai Convention same room with me and other delegate at the Molokai Hotel. We both delegate at the Kaunakakai Molokai convention 2009-same room with other delegate
· July 2010 UFCH Convention in Lahaina, Maui- same room with Ben Cabreros and myself.

· We both served as UFCH Board of Governors, his role is ‘second the motion’
· Never missed any single month in the feed the homeless
· He served as my alarm clock in every activity we chair and co-chair
· He remember things as I do, and
· He was my Senior coffee buddy at McDonald-Waipahu, he loved black coffee
· Securing the spot at the park, early in the morning
· Chicken, bangus, longanisa fundraising, other kinds of fundraising for the community
· You can rely on him
· Most of the time on convention time: OFCC or UFCH, served as a Marshall, Sergeant at arm or Parking lot attendant

He always willing, able and ready to give his time and contribute the best he can share. From picking up trash along the highway, the Kalihi street, in particular, to secure parking, to escort a princess or a runner-up, unload, unpack, and pack a cooked huli huli chicken during fundraising event, carry a cases of drinks, bottled water, to the table of board meetings, Philip is always someone you can depend on because he believes action is better than idea, to deliver result.

When UFCH looking for nominees for the 2010 Progress Award, this is how I put in his nomination papers for the Community and Volunteer Service Award:

· A role model to his family and two children, a loving a caring father and husband
· As a Volunteer, he is dependable, reliable and committed.
· Volunteerism as an act of giving time, talent and treasure, provide services without any expressed or implied promise of remuneration, but giving free time, at free will, for the benefit of others
· An achiever and a doer.

Philip is a people person – man of commitment with his spirit and action of Voluntarism. He has been and always shown his WAR attitude: Willingness, availability and readiness in serving into various responsible positions from Molokai Filipino Community Council, Oahu Filipino Community Council, Ilocos Surian Assn of Hawaii, Vigan Assn of Hawaii, Sons & Daughters of San Esteban, Fil-Am Sports, and many others.

His physical presence and his positive attitude and willingness to help is an outstanding contributions to the progress in accomplishing a certain goals and projects made him unique and outstanding citizen.

I was even criticized why I nominated him. But, I have a valid and legitimate reasons, with a strong and firm belief that he deserved such a recognition for his outstanding contributions.

A son of a 1946 Sakada from Cabaroan West, Vigan, Ilocos Sur, Philippines, Felipe, popularly called “Philip” by friends and associates, arrived in Hawaii on May 8,1967 and lived in the “Friendly Isle”, the Island of Molokai to join his father. He immediately welcomed by the Molokai Filipino Community Council and became active for several months and decided to move to Oahu.

In Oahu, he then joined the Oahu Filipino Community Council and served in various responsible positions and committees. Philip is always visible, available and flexible to the call of volunteer service, consistent and committed.

He always willing, able and ready to give his time and contribute the best he can share. From picking up trash along the highway, the Kalihi street, in particular, to secure parking, to escort a princess or a runner-up, unload, unpack, and pack a cooked huli huli chicken during fundraising event, carry a cases of drinks, bottled water, to the table of board meetings, Philip is always someone you can depend on because he believes action is better than idea, to deliver result.

Stock Clerk at Hawaiian Houseware and retired in 1997.

He worked at Don Quijote Store as a parttime Warehouse and Logistic personnel.

FAMILY AND PERSONAL

Felipe Alcain was happily married to former Josie Salamat from San Esteban, Ilocos Sur and blessed with two [2] children: Annalisa and August.

A son of a 1946 Sakada from Cabaroan West, Vigan, Ilocos Sur, Philippines, Felipe, popularly called “Philip” by friends and associates, arrived in Hawaii on May 8,1967 and lived in the “Friendly Isle”, the Island of Molokai to join his father. He immediately welcomed by the Molokai Filipino Community Council and became active for several months and decided to move to Oahu.

In Oahu, he then joined the Oahu Filipino Community Council and served in various responsible positions and committees. Philip is always visible, available and flexible to the call of volunteer service, consistent and committed.

He always willing, able and ready to give his time and contribute the best he can share. From picking up trash along the highway, the Kalihi street, in particular, to secure parking, to escort a princess or a runner-up, unload, unpack, and pack a cooked huli huli chicken during fundraising event, carry a cases of drinks, bottled water, to the table of board meetings, Philip is always someone you can depend on because he believes action is better than idea, to deliver result.

Stock Clerk at Hawaiian Houseware and retired in 1997.

He worked at Don Quijote Store as a parttime Warehouse and Logistic personnel.

Felipe Alcain was happily married to former Josie Salamat from San Esteban, Ilocos Sur and blessed with two [2] children: Annalisa and August.

Elpidio Rivera Quirino (November 16, 1890 – February 29, 1956) was a Filipino politician, and the sixth President of the Philippines.

A lawyer by profession, Quirino entered politics when he became a representative of Ilocos Sur from 1919 to 1925. He was then elected as senator from 1925-1931. In 1934, he became a member of the Philippine independence commission that was sent to Washington, D.C., which secured the passage of Tydings-McDuffie Act to American Congress. In what was claimed to be a dishonest and fraudulent[1] 1949 presidential election, he won the president's office under Liberal Party ticket, defeating Nacionalista vie and former president José P. Laurel as well as fellow Liberalista and former Senate President José Avelino.

The Quirino administration was generally challenged by the Hukbalahaps, who ransacked towns and barrios.[1] Quirino ran for president again in the 1953 presidential election, but was defeated by Nacionalista Ramon Magsaysay.

Elpidio Quirino was a native of Caoayan, Ilocos Sur although born in Vigan, Ilocos Sur to Don Mariano Quirino of Caoayan, Ilocos Sur and Doña Gregoria Mendoza Rivera of Agoo, La Union. Quirino spent his early years in Aringay, La Union.

He studied and graduated his elementary education to his native Caoayan, where he became a barrio teacher. He received secondary education at Vigan High School, then went to Manila where he worked as junior computer in the Bureau of Lands and as property clerk in the Manila police department. He graduated from Manila High School in 1911 and also passed the civil service examination, first-grade.

Quirino attended the University of the Philippines. In 1915, he earned his law degree from the university's College of Law, and was admitted to the bar later that year. He was engaged in the private practice of law.

To All:
I don't like what i always read and hear that you are always talked about the previous administration. Common guys let's stop this and i know some of you are past officers and bog's of the past administration you always talked about reimbursement. Let's talk about reality here if you look at the expenses of the council remember we completed all the general meetings and special meetings every year and every time we have a meeting there are expenses and may ask to look at or think for a moment where the expenses were (airfare for meetings of officers and bog's - average of 10 BOG's and island council presidents = $31,250 , appearances of all the queens = ? (ask Ben Cabreros), meals for meetings = $8,500 , plus convention fees and airfares to the Molokai and Maui conventions = ask Bernadette and Ben C.) for 2 years plus we paid 50% to OFCC for the Miss Hawaii Filipina pageant 2008 (host council) over $4,500.00 for their negative. These are the few expenses to highlight everybody. If you are elected on the next administration what ever unfinished business should continue on to the next administration. 2010 Mrs. Hawaii Filipina netted $3,500.00 that will cary on to the next administration and the Miss Teen Hawaii Filipina made money and some of the proceeds used to finance our convention fees, airfares and appearances of the queens and Miss Teen chaperone. This year Mrs. Hawaii Filipina 2011 pageant generated a lot of money. What you have done for this administration (president) can anybody tell me. I kept myself silence for so long but this is too much. See the highlighted in green.

2008 to 2010 - 0wed me a lot of money (over $700.00
2011 Mrs. Hawaii Filipina Pageant - owed me over $800.00
Even you treated me like this i did not mind those negative words i just keep on working for the benefit of the council.

But my suggestion is NOT TO DELETE GOOD THINGS[Humanitarian] ALREADY IN. What I want to see [again] is SEPARATION or discouple

Humanitarian and Community/Volunteer service. Let Humanitarian remain and to stand alone [not to delete] because I also believe, someone may fall under this category like those who organized, led and/or implemented something like: ALOHA MEDICAL MISSION/OHANA MEDICAL MISSION, SIRMATA, MOTTEP PROGRAM, others

Although I did a friendly amendment to delete HUmanitarian, I remember the committee will decide on this. The last recipient about 10 years ago was Manong Joe Lazo's church group.

During our first Exec Board meeting, the Board approved my proposed executive appointments in which one is the Executive Committee members. I appointed the 4 Board members from Oahu because UFCH was in deep financial difficulty. Remember, we came on board just to get by with 2 Exec Board meeting (we still paying airfare from 2008). I sent notices for meetings but members were not able to attend due to prior commitment. Some had shared their sentiments about unpaid reimbursements of airfare (we still paying airfare from 2008-June 2010). With the advise of the legal counsel, I declared Executive committee meeting if there was no Board quorum. We made adjustments inorder for UFCH to keep going. I hope we can explore more on call conferencing method for this next administration.

For UFCH Progress Award venue: So far, Ala Moana is the most reasonable and only available venue for October. Manong, if you find a better place and better deal,please email me right away.
Trying to navigate, survey and compare is FAIR and give good justice and good decision.

We still can amend that part of the form as long as the exec board will approved the amendment-- separate Community/Volunteer Service from Humanitarian service. As a friendly amendment: delete Humanitarian - rationale- this is of wider scope (national). Attached is the revised form.

Executive Board members,
I am extending the deadline to respond by July 5, 2011 because of the amendments. If I will not receive any response from you, it is a yes vote. Your cooperation is greatly appreciated.

Regarding meeting quorum, we have 2 exec Board meeting at Kambingan in August and October. Due to financial constraint to fund airfare, the meetings on January, May and June were declared as Executive committee meetings by me as one of my executive powers and with legal counsel advise since there was no quorum. During those meetings we have at least 3- 4 members ( Ben Cabreros, Ben Pulido, Arnold Villafuerte and me). Please refer to By Laws Article VI Section 10.
I hope for the next administration we will be able to do conference call instead.

For the Progress Award schedule, at this point and time we can not find any venue except Ala Moana Hotel on Octeber 8, 2011.

Over the years, I always in support for the UFCH Progress Awards. And last year, I strongly proposed the Community Service/Volunteer Service as a separate category from Humanitarian category. My reason for that separate category is simple: Community/Volunteer Service is most practical to recognize and acknowledge those certain INDIVIDUALS who served consistently and terms of TIME, PHYSICAL PRESENCE in certain if not ALL activities of the Council[Community]. These people are not necessarily be in the most or have good financial foundation who is capable of donating thousands or millions of dollars to a certain mission, here and/or abroad. They are here with us in OUR MIDST whenever we need their help, physically in assisting or they are the ones who do all the leg works or we call it dirty work so to speak.They work as a volunteer to projects such as: Feed the Homeless, Support Hawaii Food Bank drive, Adopt a Hwy/park, Make America Beautiful, Lions Club. Rotary Club projects, Clean Earth Day and the like, while

Humanitarian in the other side, to me, they are those who lead/support the HUGE Missions, locally, nationally, internationally like Pres. Carter, Pres Clinton, Trump, Gates, other millionaires/billionaires. I hats off to those who fall in this category in our own community. They are financially capable of donating BIG BUCKS with BIG Heart. Humaninatarian is very well fitting to them.

Therefore, I am coming back and strongly recommend to make Humanitarian MUST be separated from Community/Volunteer Service category.



PLEASE TAKE NOTE/and clarify me:
I am not sure how valid my proposal would be, and my vote would be in this medium. Clarify me: is this valid, officially approved to do this over email? If yes, when was it approved? And who approved it?

All I know anything and everything, must be approved by a REQUIRED QUORUM a 50% plus one of the Executive Board. When do we have an enough quorum? I knew I missed meetings: consulate but I heard ONLY 6 or 7 attended. [There are ONLY 2 EBM with a complete quorum in AUGUST 2010 AND OCTOBER 2010, as far as I know. I was there. Jan 2011 Jesse's, no quorum,I was there. I missed the Consulate in May, and missed the June 18, Kambingan, due to personal/family business]

Please clarify me, are we within the prescribed rules and regs in every action we are trying to do. We are talking about adherence of prescribed rules, and I want to make sure myself is in the scope of this action to approve or to approve.
